Moldova launches 170 MW wind and storage tender as consultation phase concludes

Moldova Wind and Storage Tender

Moldova’s Ministry of Energy is moving into the final drafting stage of its next renewable energy auction, following the close of public consultations in November. The upcoming Moldova wind and storage tender will support up to 170 MW of new onshore wind capacity combined with mandatory battery energy storage. Bid submission is expected in March 2026, with contract awards planned for June 2026.

The tender follows Moldova’s first competitive renewable energy auction in early 2025, which allocated 165 MW of solar and wind projects and attracted strong interest from domestic and international developers. With updated regulation now in place and clear rules governing hybrid projects, Moldova is preparing for another significant milestone in its shift towards a cleaner and more secure energy system.

Updated regulations and new market rules

In October 2025, the Cabinet of Ministers approved amendments to the regulation governing Large Eligible Producers. These changes formally introduce hybrid wind and storage projects into the national support scheme and clarify commissioning deadlines, performance guarantees and appeals procedures.

Key regulatory updates include:

  • explicit inclusion of wind projects that integrate battery storage
  • exclusion of already installed capacity from participating in the auction
  • clearer rules for the return of guarantees
  • obligations to commission wind and storage assets simultaneously

A government endorsed action plan covering tenders in 2025 and 2026 now provides visibility on auction volumes, timing, and policy direction. This clarity is expected to further strengthen investor confidence.

Scope of the Moldova wind and storage tender 2026

According to draft tender documents released by the Ministry, the auction will provide support for:

  • up to 170 MW of new onshore wind
  • at least 44 MWh of aggregated battery storage in total, or a minimum of 0.25 MWh of storage per MW of wind
  • minimum discharge power of 0.125 MW per MW of wind

The scheme will award fixed price power purchase agreements set through competitive bidding. The cap price is 1.44 MDL per kWh. As Moldova continues its energy market reform, authorities anticipate a future transition from fixed tariffs to a contract for difference (CfD) based model once the wider regulatory framework is ready.

Storage is a compulsory element of each bid. The Ministry has emphasised that batteries will play an essential role in improving system flexibility, reducing curtailment and supporting a more resilient grid as renewable energy deployment accelerates.

The government expects the tender to increase the renewable share in Moldova’s electricity mix by around 5.8 percentage points, contributing directly to the 2030 national target of 30 percent renewable energy in final consumption.

Outcome of the consultation phase

Stakeholders from the energy sector met in November to review and discuss the draft rules. The conversation centred on bankability, clarity of obligations and how storage assets can operate both within the support scheme and in Moldova’s wider commercial electricity market.

Officials confirmed that:

  • the tender applies only to new projects not yet in operation
  • hybrid projects may use batteries for balancing services and other market activities
  • some developers with existing grid connection approvals may qualify for exemptions on certain financial guarantee requirements

Participants were invited to submit written feedback following the workshop, and these contributions are now informing the final tender documentation.

Latest timeline at a glance

The process is advancing according to plan. As of December, the tender timeline is:

  • updated regulation on Large Eligible Producers has entered into force
  • capacity quotas for hybrid wind and storage projects have been confirme
  • public consultation on draft documents has been complete
  • finalisation of the tender package is underway
  • bid submission expected in March 2026
  • evaluation and contract award planned for June 2026

Draft documents remain available on the Ministry’s website, allowing developers to begin shaping their proposals well ahead of the official tender launch.

Why the tender matters for Moldova and the wider region

For developers targeting Southeast Europe and the Black Sea region, the upcoming tender stands out for several reasons:

  1. A clearly defined 170 MW opportunity anchored by mandatory storage, which reflects regional trends towards more flexible and stable renewable assets.
  2. Improved support framework, offering transparent pricing, consistent regulation and a long-term contract structure.
  3. Alignment with Moldova’s grid modernisation and interconnection upgrades, especially with Romania, which strengthens cross border energy flows and supports regional balancing.
  4. Growing investor confidence following the oversubscribed 2025 auction, expected to mobilise around EUR 190 million in new investment.

The inclusion of storage signals that Moldova is preparing its power system not only to host more renewables, but to manage them effectively. This approach brings Moldova closer to other fast evolving markets in the Black Sea region, such as Romania and Bulgaria, where hybrid renewable projects and grid scale batteries are becoming part of national planning.

Beyond technical benefits, the tender contributes to Moldova’s long term goal of reducing reliance on imported electricity and improving energy resilience. With the country seeking deeper integration with the European energy market, each tender round supports greater transparency, competition and alignment with EU market principles.

Growing relevance for investors in the Black Sea region

The Black Sea energy landscape is becoming increasingly dynamic. Romania is moving ahead with large scale renewable auctions and preparing a framework for offshore wind, while Bulgaria is integrating more solar and expanding flexible capacity. Moldova’s move to combine wind generation with storage therefore fits into a broader regional shift towards dispatchable renewable energy.

For investors with strategies across Southeast Europe, this creates opportunities to build portfolios that operate across interconnected markets with similar regulatory approaches. As more countries adopt storage requirements, experience gained in Moldova’s tender can translate directly to future projects in neighbouring markets.
